Declines in U.S. manufacturing activity slowed last month, raising the likelihood that the sector — and perhaps the broader economy — could see growth in the second half of the year. But separate reports showed the labor market remains weak, an obstacle to recovery.

Rising production and a shallower drop in employment helped push the Institute for Supply Management’s index of manufacturing activity to 44.8 in June from 42.8 in May. It was the sixth straight monthly increase, though activity still remains below the 50 level that signals overall growth in the sector.

“The sector is a relatively small part of overall U.S. employment and gross domestic product, but it serves as a useful business barometer. Though activity is improving, prospects for a swift recovery are shaky: A key gauge of production — new orders — declined in June following three monthly gains.

Separately, a June employment report from payroll company Automatic Data Processing Inc. showed a continuing weak labor market. ADP said the U.S. shed 473,000 private-sector jobs last month — the smallest decline since October, but a higher number than expected and a sign that the government’s official estimate, released Thursday, could show little improvement.

Meanwhile, the U.S. housing market continues to show tentative signs of recovery.

Pending home sales, an index of contracts signed that is typically released about a month before reported sales, rose slightly in May, the National Association of Realtors said. The index gained 0.1 point to a seasonally adjusted 90.7, its highest level since September. Pending sales rose in the Northeast and West, and dipped in the Midwest and South. An index level of 100 represents contract activity in 2001, the first year the data were collected.

Also Wednesday, the Commerce Department said spending on construction nationwide declined in May, falling 0.9% to $964 billion at a seasonally adjusted annual rate. The drop was led by a 3.5% decline in residential construction spending to $247.4 billion. While residential spending levels are down a third from a year ago, the declines from April through June are shallower than in the first quarter, which economists say should help buoy second-quarter GDP.

Spending on nonresidential construction, meanwhile, held steady in May, rising 0.1% to $716.7 billion, and stayed slightly below year-ago levels. Spending on education, health care and manufacturing rose from April to May, while lodging, offices and roads spending declined.

California Manufactures Pay Global Warming Tax

SACRAMENTO (AP) — Nearly three years after California adopted its landmark global warming law, the state is poised to impose the nation’s first statewide carbon fee on utilities, oil refineries and other industries.

The money will go toward funding a regulatory bureaucracy that will oversee the law and ensure the state lowers its greenhouse gas emissions.

The California Air Resources Board on Thursday is expected to vote for the carbon fee, an action that comes as the state is mired in recession and experiencing its highest jobless rate — 11.5 percent — in modern times.

The timing of the air board’s action has prompted concerns that the fee will impose yet another burden on California’s businesses.

It would be imposed beginning in 2010 and would raise $51.2 million annually during its first three years, an amount that would level off at $36.2 million during the fifth year. The average cement plant would pay about $200,000 a year, while the average oil refinery would pay about $1.3 million a year.

Industry groups say the proposal unfairly singles them out to pay for the law, which has been championed by Republican Gov. Arnold Schwarzenegger.

“Whether the economy is good or bad, any time you impose a fee, it goes against the cost of doing business,” said Dorothy Rothrock, vice president of government relations at the California Manufacturers & Technology Association. “We’re always struggling here to remain competitive.”

The air board targeted the fee to industries it considers the starting point for roughly 85 percent of California’s greenhouse gas emissions. For example, refineries and utility plants are the first handlers of the fuel and electricity that Californians consume every year.

About 250 businesses in California that make, sell or import gasoline, diesel, natural gas and coal would be charged roughly 12 cents per ton of carbon dioxide that they and their customers emit.

Cement plants also would be subject to the fee because the chemical process to make cement produces greenhouse gases. The charge would drop to 9 cents per ton of carbon dioxide in 2014.

Industry representatives said the air board’s approach unfairly holds them accountable not just for their own emissions but also for those generated by the millions Californians who use their products. They would like the fee spread across a broader cross-section of the economy.

Air regulators say they need the fee to carry out the California Global Warming Solutions Act, which seeks to reduce emissions in the state to 1990 levels by 2020. It is intended to cover the salaries of 174 people hired since Schwarzenegger signed the law.

“Consumers won’t notice this fee,” said Bill Magavern, the California director of the Sierra Club. “From a taxpayer point of view, Californians should be glad that the big polluters rather than the taxpayers will be charged.”

Others disagree. Dan Kammen, a professor of energy and public policy at the University of California, Berkeley, said he expects the costs will be passed along to consumers.

The air board staff projected those costs would be minimal if spread throughout the state.

The average restaurant, for example, would see an increase of roughly $14 a year in its electricity and natural gas costs, said Jon Costantino, manager of the climate change section at the air board. The cost to each Californian would amount to between $1 and $1.50 a year.

A few local government entities have adopted similar fees. Last year, air regulators in the San Francisco Bay area imposed a 4.4 cent per-ton carbon fee on businesses that emit greenhouse gasses. In 2006, voters in Boulder, Colo., imposed a carbon tax on their own energy use.

Ford Motor Company Cuts Suppliers

DEARBORN, Mich. (AP) — Ford Motor Co.’s top executive for auto parts purchasing said Wednesday the number of the automaker’s suppliers that are under distress, bankruptcy protection or under observation has more than doubled in the last year.

Tony Brown, Ford’s vice president for global purchasing, declined to give an exact number of distressed suppliers, but said in a briefing that more suppliers are in the category of being monitored as slumping auto sales force automakers to slow production and order fewer parts.

Brown said he had several teams of people looking at ways to aid distressed suppliers operationally, as Ford has limited funds to financially support the ailing companies.

“You could expect Ford to take the appropriate action given the situation and it could include providing financing,” he said. “And it could include simply having an engineer go in and clean up their process.”

The Dearborn-based automaker has pledged to provide at least $125 million in debtor-in-possession financing to its former subsidiary, Visteon Corp., which is under Chapter 11 bankruptcy protection.

Ford said it is accelerating its plans to consolidate the number of suppliers it uses. The company said 850, or 48 percent, of its suppliers will be eligible for future work at the end of the year, down from the 1,683 eligible at the end of 2008.

“We don’t need that capacity,” he said. “We need a stronger, healthier, profitable supply base. This is our strategy to make that happen.”

Ford will have 1,650 total suppliers at the end of 2009, compared with 2,198 at end of last year. Its goal is to eliminate short-term suppliers, with a target of 750 total suppliers in the coming years. Ford purchases about $90 billion in parts annually.

Brown said the reduction of its suppliers would be “orderly” and not disruptive to the other automakers that may do business with the companies.

Ford also said it has added 16 companies to its key group of component and service suppliers, including BorgWarner Inc. and Denso Corp. There are now 82 suppliers in the company’s Aligned Business Framework, which increases the automaker’s collaboration with the companies.
